When I thanked Your Excellency for his communication concerning to me the execution of the Criminals guilty of the piracy off Chekchu, (Despatch 19 of May) I added, as a proof of friendly feeling towards China, as well as cooperation in the punishment of guilt, that I had passed a severe Ordinance against the Triad Society, whose avowed objects are not only the promotion and impunity of crime, but the overthrow of the existing Government of China.
