When I thanked Your Excellency for his communication concerning to me the execution of the Criminals guilty of the piracy off Chekchu, (Despatch 19 of May) I added, as a proof of friendly feeling towards China, as well as cooperation in the punishment of guilt, that I had passed a severe Ordinance against the Triad Society, whose avowed objects are not only the promotion and impunity of crime, but the overthrow of the existing Government of China. My Letter is enclosed herewith.
